Number one rule... Never base success by a price, it could be some of the worst money you ever saved. Don't make a budget and find someone to fit it. The biggest mistake people make are listening to planners, putting figures and numbers in potential clients heads, and think that status quo. When in reality no one, absolutely no one should be quoting any industry or event vendors price. They have no place or right to do so. Let the talent speak and quote their own price. Everyone will be very happy they did this. Career entertainment and talent is not a used car for barter. Don't treat them that way. Never upset your entertainment on the day of the party. I would hope that they would never upset you as it is. Find out what it's going to take to interview several people to bring your party to the biggest success you hope for, and then put your budget together based on that.
